What Is Maori Land?

What Is the Kainga Whenua Loan?
Kainga Whenua is a government-backed loan programme designed specifically for building, buying, or relocating a home on Maori land. It is administered by Kainga Ora (formerly Housing New Zealand) and delivered through Kiwibank.
The loan allows you to borrow to build a new home, buy an existing home on Maori land, relocate a home onto Maori land, or make essential repairs to an existing home on Maori land.
How Does It Work?
Kainga Ora provides a guarantee to Kiwibank, which means Kiwibank is willing to lend even though they cannot take a traditional mortgage over the land. The guarantee protects the bank if the borrower cannot repay.
You still need to meet Kiwibank's standard lending criteria for income and affordability. The loan is assessed using the same serviceability calculations as any other home loan — your income needs to cover the repayments comfortably.
Who Can Apply?
To be eligible for Kainga Whenua, you must have a legal right to occupy the land. This could be through an occupation order from the Maori Land Court, a licence to occupy, or a lease. You also need to be a New Zealand citizen or permanent resident.
